A Rajasthan PSARA licence
The Private Security Agencies (Regulation) Act, 2005 requires every agency to hold a licence from the state or union territory it deploys guards in. For Jaipur that is a licence issued in Rajasthan, by the Director General and Commandant General, the controlling authority the state has designated, under rules notified on 26 August 2022. A licence from another state does not cover work here.
Verified, and carrying a proper ID card
Before employing a guard, an agency verifies their character and antecedents, through police databases such as CCTNS and ICJS or a police report applied for online or through E-Mitra; the report is due within 30 days and stays valid for five years. Every guard carries a photo identity card showing a full-face colour photo, their name, the agency’s name, an employee number, their position and the date the card is valid until.
Trained before deployment
The central model rules under PSARA, issued by the Ministry of Home Affairs in December 2020, set the training baseline: at least 100 hours of classroom instruction and 60 hours of field training over at least 20 working days for a new guard. Ex-servicemen and former police take a shorter course of 40 hours in class and 16 in the field over at least seven working days.

What should a security guard’s ID card show in Jaipur?
Under the Rajasthan Private Security Agencies (Regulation) Rules, 2022, the photo identity card an agency issues must show a full-face colour photo, the guard’s full name, the agency’s name, the guard’s employee number and position, and the date the card is valid until. A card missing any of these, or past its date, is worth questioning.
How many supervisors should a large deployment in Jaipur have?
Rajasthan’s rules require one supervisor for every 15 guards at most. Where guards are spread across different premises and one supervisor cannot practically oversee them, the agency must post more, so that there is at least one supervisor for every six guards.
How do I check a security agency's PSARA licence in Jaipur?
